In order to further strengthen the management of the agricultural film industry, standardize the production, operation and investment behavior of the agricultural film industry, and guide the agricultural film industry to develop into a resource-saving and environment-friendly industry, the Ministry of industry and information technology promulgated the agricultural film industry specifications (2017 version) on December 21, which will be implemented from March 1, 2018.


The standard conditions encourage existing enterprises and new, renovated and expanded agricultural film production projects that meet the construction planning to build centrally in the industrial park.


The standard conditions require that the agricultural film production capacity formed by the new, reconstruction and expansion projects should not be less than 10000 tons / year. If the existing agricultural film enterprises fail to meet the above requirements, they should accelerate development, encourage the expansion of the production capacity and output of medium and high-end agricultural film products, and gradually reduce the output of low-end ordinary agricultural film products. The power consumption of tons of agricultural film products shall not exceed 500 kWh and the water consumption shall not exceed 1 cubic meter.


The standard conditions also encourage existing agricultural film production enterprises to increase investment in scientific and technological innovation and technological transformation, and gradually achieve the goal of spending no less than 2% of the enterprise's sales revenue on research and development.


The standard conditions emphasize that agricultural film products shall not be produced from inferior recycled plastics. The product quality shall meet national and industrial standards, and the qualified rate of ex factory products shall reach 100%.
