Polyurethane foaming agent ODS elimination arrow

The reporter learned from the 19th annual meeting of China Polyurethane Industry Association held on August 1 that the Ministry of ecology and environment has launched a special enforcement action on ozone depleting substances (ODS) on July 28. The illegal use of polyurethane hard foam foaming agent CFC-11 (chlorofluoromethane) will become a key area of law enforcement, and the elimination of foaming agent ODS is imminent.
It is reported that this special law enforcement action will organize a comprehensive investigation of key industries and enterprises across the country, and adopt a combination of local self-examination and ministerial inspection. The Ministry of ecology and environment said that for the raw materials found to contain ODS in the inspection, it would track the clues of the source of the raw materials and target the illegal ODS production enterprises. For problems involving cross provincial clues, they will be transferred to relevant provinces for joint investigation through unified coordination. Enterprises (individuals) suspected of producing and selling ODS substances will be severely investigated.
Recently, nature published an article pointing out that the decline of CFC-11 concentration in the atmosphere has slowed down significantly since 2012, and the increased emissions are likely to come from newly produced CFC-11, mainly from East Asia. Subsequently, some foreign media pointed out that CFC-11 was illegally produced and used in China.
In response, Liu Youbin, spokesman of the Ministry of ecology and environment, said that the production and use of ODS outside the scope of the Montreal protocol is an illegal and criminal act, and has always been the target of China's key supervision and law enforcement. After the media and relevant institutions reported it, the Ministry of ecology and environment quickly carried out investigation and law enforcement inspection. At present, the investigation is still in progress. The Ministry of ecology and environment takes a zero tolerance attitude towards the illegal production and use of ODS, including CFC-11. Once it is found that any enterprise in China illegally produces, sells and uses CFC-11, it will resolutely crack down on it according to law and investigate its legal responsibility. The Ministry of ecology and environment will also organize special actions to crack down on the illegal production and use of ODS.
The ODS produced and consumed in China include six categories of 94 kinds, which are CFCs, halons, carbon tetrachloride, 1,1,1-trichloroethane, HCFC and methyl bromide. According to the relevant provisions of the Montreal Protocol, the Chinese government has issued a ban, stipulating that the use of chlorofluorocarbons (CFCs) as blowing agents will be banned from January 1, 2008. At present, the Ministry of ecology and environment has launched the second phase of the phase out plan of hydrochlorofluorocarbons (HCFCs) in the polyurethane industry. HCFC in polyurethane foam industry will be completely phased out by the end of 2025.
Meng Qingjun, Deputy Secretary General of China Plastics Processing Industry Association, said that recently, the special committee has issued an initiative to the majority of polyurethane foam enterprises, composite polyether suppliers and practitioners to establish a sense of law-abiding and actively use environmentally friendly and low-carbon foaming technology; Consciously not purchasing CFC-11 blowing agent, not producing or using combination polyether containing CFC-11; Enterprises that have completed the elimination of HCFC-141b will no longer use it as blowing agent; Actively support the activities of the relevant national administrative departments to crack down on the production, sale and use of illegal CFCs, and actively cooperate with the relevant law enforcement and inspection work.
